Text Box: The Lincoln Housing Authority owns and/or manages approximately 1300 housing units scattered throughout the city, all of which require routine maintenance. Depending on the complexity and size of the job in question, the work is either performed by our crew of maintenance employees or an outside contractor. In addition to routine maintenance, each year the Housing Authority also undertakes a wide variety of construction projects to remodel, update and improve the quality of our units and other facilities. From time to time LHA also builds new units.

LINCOLN HOUSING AUTHORITY PROCUREMENT POLICY
 
The purpose of the Lincoln Housing Authority (LHA)’s Procurement Policy is to provide fair and equitable treatment of all persons or firms doing business with or proposing to do business with LHA, while at the same time complying with applicable federal, HUD, state and local laws. 
 
Procurement Guideline
 
Petty Cash ($100 or less) - small purchases, the number of which are kept to a minimum, and most are under $20.
Small Purchase ($2,500 or less) - for these types of purchases, only one price quotation is needed, although LHA reserves the right to seek multiple quotes to ensure price fairness.
Small Purchase ($2,501 to $50,000) - requests for price quotes will be made (either verbally or in writing) with the goal to obtain at least 3 competitive quotes. Award is based on the lowest acceptable quotation. Acceptance of any offer other than the lowest quote must be justified in writing and becomes part of the record.
Sealed Bids ($50,000 & up) - these will be advertised in the Public Notice section of the Lincoln Journal Star, with information on whom to contact to obtain a bid package. 
Competitive Proposals (Request For Proposal/Qualifications) - this method of procurement may be used if LHA determines the conditions are not appropriate for sealed bidding. An example would be professional services such as auditing, legal or architectural, where experience and other factors become part of the final selection decision.
Non-Competitive Purchases - these are purchases over $1,000 that are not subject to the above guidelines for any of these reasons: a)only one source is available b) an emergency exists c) competition is determined inadequate d) HUD authorization received.
Insurance 
 
LHA does require anyone doing work on LHA property to provide proof of adequate insurance. Prior to performing any work, you may be asked to provide a certificate of insurance for General Liability, Automobile & Worker Compensation.
