moving to work demonstration project

The Lincoln Housing Authority is participating in a  federal demonstration project called Moving to Work (MTW); less than 30 housing authorities are participating in the demonstration project nationwide. Under the MTW program, the U.S. Department of Housing and Urban Development is giving local housing authorities more control and flexibility with regard to the administration of the federal Section 8 Housing Choice Voucher Assistance Programs with the goals of increasing housing choices for families, providing incentives for work and increasing administrative efficiency. Under the provisions of Lincoln’s MTW program, all Section 8 Certificates were being converted to Housing Choice Vouchers; as a result, households have a greater selection of housing units.  A waiting list preference is given to families participating in a self-sufficiency program. As families who receive housing assistance begin work or obtain jobs with better pay or benefits, household income increases are not immediately counted in the calculation of rent.   Tenants also benefit from a number of cooperative relationships LHA has established with other agencies who provide self-sufficiency programs such as the Nebraska Department of Health and Human Services.
