Many basements are unfinished but even unfinished rooms must pass the same Housing Quality Standards that apply to all other living areas to ensure the unit is decent safe and sanitary. There must be at least one smoke detector in the basement and it must located on the bottom of a joist if the ceiling is not finished. If a room is going to be used as a bedroom it must have an approved egress window for emergency exit, light, and ventilation.
